1. Introduction and Profile of the Department :

Mission for Elimination of Poverty in Municipal Areas (IKP-Urban):

Govt has issued G.O Ms No 414 dated 04.06.2007, establishing a Mission called MEPMA , for formulating strategies to implement poverty reduction programmes in urban areas.

MISSION FOR ELIMINATION OF POVERTY IN MUNICIPAL AREAS (MEPMA)

 (A Govt. of AP Nodal agency for Urban Poverty Alleviation)

A platform of  Urban  (Women ) Self Help Groups (SHGs) for Empowerment.

An overview :

The Mission for Elimination of Poverty in Municipal Areas (MEPMA) is a Government of AP Society forming  part of Department of Municipal Administration & Urban Development.  It was launched on 1st September, 2007 by Smt. Sonia Gandhi, UPA Chairperson.  Sri. N. Kiran Kumar Reddy, Hon’ble Chief Minister  of Andhra Pradesh is the Chairman of Governing body whereas Sri M. Maheedhar Reddy, Hon’ble Minister for Municipal Administration & Urban Development Department is the Vice Chairman.  The Principal Secretary, Municipal Administration, is the chairman of MEPMA’s Executive Committee.  Mission Director, MEPMA, and his team implement the urban poverty alleviation schemes.  The district units are headed by Projects Directors.

Empowerment of urban poor women, especially those residing in slums, is the main objective of MEPMA.

2. Vision, Mission, Objectives and Functions of the Department:

Mission Goal: 

All the 30 Lakhs poor families will have improved quality of life by accessing services from all organizations through their own strong self reliant and self managed institutions.

Vision:

All urban poor families will have improved quality of life by accessing services from all organizations through their own strong self reliant and self managed institutions.

Mission:

To enable the urban poor particularly the poorest of the poor to eliminate poverty and vulnerability in a sustainable manner and improve their quality of life in urban areas.

Objectives:

To enable the urban poor particularly the poorest of the poor to eliminate poverty and vulnerability in a sustainable manner and improve their quality of life in urban areas.

To promote, strengthen and nurture self-sustainable institutions of the poor and through them, address all poverty issues like access to credit, financial freedom, health, disability and vulnerability.

4. Eligibility Criteria for citizens, for availing benefits through the Programmes/Schemes:

1. Institution Building Related:

1

a)Forming the urban women into Self Help Groups for

  • Encouraging internal savings and internal lending.
  • Poverty eradication through community based organizations.
  • Empowering women in all aspects
  • To sustain CBOs through trainings and facilitation – Emerging of Social capital
  • Emerging multiple livelihoods through CBOs
  • Strengthening the Self Help Groups on preparation of Micro Credit Plans, Meeting Process and Financial Management
  • Strengthening the Sub-committees on their roles and responsibilities
  • Strengthening the Social Capital like Book Keepers, RPs, EC & OB Members and CRPs
  • Strengthening SHG / SLF / TLF with Community Enhancement Fund (CEF) for Financial management
  • Strengthening the staff on different activities
  • Under the aegis of MEPMA 10-12 urban women form into Self Help Groups (SHGs).
  • Around 20 SHGs constitute one Slum Level Federation (SLF).
  • A Town Level Federation (TLF) comprises of 25-35 SLFs.
  • MEPMA encourages internal savings and internal lending among the members.

 

b) Capacity Building Trainings:

For this purpose periodical trainings are organized through

  • Administrative Staff College of India (ASCI)
  • Center for Good Governance (CGG)
  • Dr. Marri Chennareddy of Institute for Human Resource Development  (MCR HRD)
  • Regional Center for Urban and Environmental Studies (RCUES)
  • National Institute of Micro Small & Medium Enterprises  (NIMSME )
  • Audit CRP Strategy:Under Audit CRP Strategy, (5) ULBs are taken up to give Financial Literacy to SHG, SLF Members.
  • Trainers:Trainers are to create awareness on SHG concepts, Financial Management, Internal lending and importance of Book Keeping to SHG members. Services of Trainers viz. DRPs, C.R.Ps are being utilized for imparting Trainings as per the Action Plan.

c) Health & Nutrition (H&N):

  • To reduce the vulnerability of slum residents to diseases and ill health.
  • To facilitate the people with various health services.
  • To give economical support to emergency health services through CBO’s.
  • To decrease expenditure on health  (through prevention of diseases)
  • To prepare mentally to prevent diseases through health education, and provide health security to children.

2. Livelihoods Related:

a) SEP

Urban Self Employment Programme (SEP) is being implemented for providing individual loans with unit cost of upto Rs.0.50 to 2.00 lakh to the Women Group Members through Banks and a matching Interest Subvention of 7% is being sanctioned by MEPMA

b) UWSP

Under Urban Women Self-help Programme (UWSP)  Group loans with unit cost upto Rs.5.00 lakhs are being provided to the Women throuogh Banks with matching  Interest Subvention of 7% of  the total loan.

c) UWEP – CRCs & MSBs

 To provide the SHG women with a platform for interaction and to take up developmental activities under their groups

3.Bank Linkage Related:

a) Bank Linkage:

  • The idea is to provide soft loans to meet day-to-day needs like education, health and other social needs and take up income generation activities to improve their economic condition.
  • The main motto is to protect the urban women from the clutches of money lenders, micro finance institutions etc. who charge exorbitant rates of interest.

b) Vaddi Leni Runalu:

The Govt interventions  earlier through Pavala Vaddi  (Interest at 3% per annum) Scheme have led to reimbursement of interest portion to the extent of VLR scheme it is implemented from 01-01-2012, under the scheme the total interest will be reimbursed to the eligible SHGs.

c) Sthreenidhi:

This is a Govt. of A.P. Credit Institution formed as a society.  It is a credit cooperative society of the SHG Women, by the SHG women and    for the SHG women.  Three Directors in the Board are from Urban SHGs.  It aims at providing “Credit Gap Funding” arising out of “Ban on Micro Finance Institutions”.  Each Slum Federation is being provided with a mobile phone and CUG Sim Card.  Within 48 hours of receipt of request for soft loan over mobile phone, credit is arranged at the door step of the SHG.  On prompt repayment of loans, reimbursement of interest portion by the Govt. of T.S is also done.

4.Disability Related:

  • The Mainstreaming of person’s walk disability is poverty en dictation programmes.
  • PWD voluntaries are identified & trained for social mobilization of PWD support through TLF.

5. Special Initiative Related:

Haritha Haram:

Street Vendors:

The Government of India in National Policy on Street Vendors have observed  that the current licensing system of street vendors needs to be reformed so that the street hawkers and rickshaw pullers who belong to poorest section of the urban society are able to pursue  their modest livelihood without extortion.
