BRIEF NOTE ON AGRICULTURAL MARKETING DEPARTMENT WANAPARTHY DISTRICT

INTRODUCTION:

The Main objective of the Marketing Department is to regulate the sale and purchase of Agricultural Produce and to establish common places where the   buyers and sellers can directly meet and transact business. The Department protects the producer-sellers from the exploitation of middlemen, through the regulatory machinery by arranging common platforms with facilities for storage and correct weighment. The Department also ensures prompt payment of the value of the produce to the sellers curbing unauthorized deductions and illegal collection by the traders.

The District Marketing Office, Wanaparthy is the Government Representative in the District and review the Marketing Activities in the District.

Objectives of the Market Act:

  • Declaration of the notified area, notified market areas or market areas to regulate the trade and to ensure fair transactions in agricultural and allied commodities.
  • Regulation of trade only in the market yards.
  • Constitution of Market Committee fully represented by the growers, traders, local authorities and government representatives to supervise the working of regulated Markets.
  • Rationalization of market charges and prohibition of collection of excess charges.
  • Regulation of Market practices.
  • Licensing of market functionaries.
  • Arrangements of conciliation of dispute regarding Quality, Weighment, deductions etc.,
  • Arrangements for sale by Tender/Open Auction.
  • Direct Sales are encouraged through commission agency system is prevailed.
  • Arrangements for dissemination and display of market information.
  • Violation of the provisions of the Act is punishable by the imprisonment and fine.

There are (7) Agril. Market Committees in Wanaparthy District to enforce the provisions of the Market Act. The market committees are providing infrastructure other facilities like Office Building, Weighing Sheds, Open Platforms, Covered Platforms, Internal Road, Godowns, Rythu Rest House, Electrification, Soil Testing Labs, Water Troughs and Compound Walls besides providing Drinking water facilities for Farmer users and animals. The above Amenities have been provided with the funds of Market Committees.

MARKET FEE COLLECTION:

Market Committees are collecting Rs. 1% Advolerum as Market Fee on the Agricultural Produce sold, in the notified Market from the purchasers only for the purpose to meet the expenses on developmental activities, and the services rendered by the staff of Agril. Market Committees. All the handing Charges and Commission charges are born by the sellers.

During the year 2026-27 Market fee revised Target for a tune of Rs. 1356.02 lakhs  given by the Marketing Department. The Agril. Market Committees of the District have achieved a progress on Market Fee Collection @ Rs. 77 .42 Lakhs  (upto July-26) for the year 2026-27 as shown above.

GODOWNS:

There are 9 godowns are constructed in the (7) market yards of Wanaparthy District and their capacity is 8600 MT’s. Another (15) Godowns constructed in the Market yards with the capacity is 55000 MTs constructed at Mandal level NABARD Scheme.

RYTHU BANDU PATHAKAM:

Rythu Bandhu Pathakam has been introduced in the Agril. Market Committees to provide finance to the farmers against pledge of their produce.  There is no budgetary restriction for giving advances under Rythu Bandhu Pathakam. The Advances are limited to 75 % of the value of goods pledged subject to a ceiling of Rs.2,00,000/- per farmer.

  1. Every farmers shall be eligible for the pledge loan subject to maximum of Rs. 2.00 Lakhs or 75% of the value of the pledged stock whichever is less without Mortgage of Land.
  2. Renewal period of Rythu Bandhu Card is extended from (3) years to (5) years.
  3. The following interest shall be levied on the loans taken under Rythu Bandhu Pathakam.
    1. Up to 180 days – no interest will be charged.
    2. From 180 days to 270 days – 12% interest will be charged.
    3. After 270 days the Market Committee shall have the right to dispose off the produce and recover the loan from the sale proceeds.

RYTHU BHEEMA PATHAKAM:

It will be implemented by all the Agricultural Market Committees. Farmers who bring their produce to the Market Yards and also farmers who come to the Market Yards with their produce, will be provided with Insurance coverage for accidental death, permanent disability and also partial disability.  This scheme  will also cover Licensed Hamalies, Weighmen and Cartmen who are  working in the Market Yards.

The Insurance coverage would be as follows:-

  • In case of accidental death in the course of farming       :     1.00 lakh
  • In case of permanent disability                                      :     75,000/-
  • Partial disability             :     25,000/-

The Directorate of Marketing and Inspection have been provided Computers to all the Agril. Market Committees in Wanaparthy District and connected with “AGMARKNET 2.0” for the purpose of sending information of daily arrivals and prices of Agril. Commodities arrived into the Market Yards and outside market Wholesale prices in Non-Functional Markets through Internet.
