INDIRAMMAINDLU:
The Indiramma Indlu (Indiramma Illu) Scheme is a flagship welfare program launched by the Government of Telangana to provide affordable, permanent housing to homeless and low-income families across the state. the Government of Telangana provides ₹5 Lakh financial assistance to help selected beneficiaries build a permanent (pucca) house.
To ensure complete transparency and prevent corruption, the funds are not given up front. Instead, the money is released via Direct Benefit Transfer (DBT) into the beneficiary’s bank account in four distinct construction stages, verified on the ground by housing and engineering officials.
Construction stages:
- Basement level (₹ 1 Lakh): Foundation must be successfully laid up to the basement pillar markings.
- Roof Level (₹ 1 Lakh): Pillars, lintels, and all perimeter walls must be fully erected up to the ceiling height.
- Roof Casted (₹ 1.4 Lakh): The concrete RCC roof slab must be fully laid and dried.
- Completion (₹ 1.6 Lakh) : Flooring, doors, window fittings, plastering, internal wiring, and toilet construction must be fully complete.
Eligibility:

Ineligible:
You will be disqualified from the scheme if:
- Any family member is a Government Employee or regular income-tax payer.
- The family already owns a permanent concrete/RCC house.
- The applicant has already received housing benefits under previous schemes (such as the 2BHK Dignity Housing Scheme).
The currently published implementation material states that applications received under Praja Palana are considered, eligibility is verified by teams constituted by the District Collector, and eligible lists are placed before the Gram Sabha/Ward Sabha.
Mandatory Layout & Space Criteria:
Your building plan must satisfy these minimum room requirements:
- Required Rooms: The house must contain a minimum of one hall, one bedroom, a dedicated kitchen, and a separate bathroom/toilet.
- Minimum Plinth/Carpet Area: The living space of the house must be at least 400 square feet to Maximum 600 square feet.
- For a standard 400 sq. ft. house: The concrete roof slab projection cannot exceed 500 square feet.
- For a larger 600 sq. ft. house: The roof slab is strictly capped at a maximum of 750 square feet.
- Small Plot Sizes: If you own a nominal urban plot measuring less than 60 square yards, you are allowed to build a Ground + 1 (G+1) structure.
- G+1 Allocation: You can construct a plot area of 30 square meters, allowing a 200 sq. ft. room on the ground floor and a 200 sq. ft. room on the first floor to fulfil the 400 sq. ft. living area requirement.

2BHK PROGRAMME:
The Govt. of Telangana have introduced prestigious 2BHK dignity housing programme for the houseless poor families in the state and communicated the constituency wise programme. The Collector, Wanaparthy District authorized to select the Executive agencies for construction of 2BHK houses. In Wanaparthy District, (4) constituencies work entrusted to Panchayath Raj department for execution by the contractors through usual tender system.
The Unit cost for each 2BHK house Rs.5.04 lakhs in Rural area and Rs.5.30 lakhs in Urban areas.
The guide lines communicated are as under.
GUIDELINES:
I.ELIGIBILITY CRITERIA FOR SELECTION OF BENEFICIARIES:
- Beneficiary family should be a BPL family having a valid Food Security Card with a number on her / her spouse’s name / his name (in case of widow/widower/Physically challenged.).
- House will be sanctioned in the name of house wife of the family.
- Houseless Families and families living presently in Huts, Katcha houses or in Rented houses are eligible for sanction.
- The following SC/ST/Minorities caste composition (of available eligible SC/ST/Minorities) shall be adhered to in selection of beneficiaries in each Assembly Constituency and the overall composition shall be maintained for the district as a whole.
Rural: SC /ST – 50%, Minorities –7%, and balance for others.
Urban: – SC–17%, ST–6%, Minorities–12% and balance for others.
(The percentages indicated are minimum and can exceed to the extent required wherever such a scenario arises).
5% – Reservation for Disabilities for the entire state which includes Rural and Urban.
2% – Reservation for Ex-servicemen and widows of Ex-servicemen.
II.SELECTION OF GPS/ ULBS AND SANCTION OF 2 BED ROOM HOUSES:
- District Minister and MLA of the respective Assembly Constituency shall sanction 2 Bed Room Houses in 50:50 ratios. The list of eligible beneficiaries as per eligibility criteria to be furnished to the District Collector/Commissioner along with the Grama Panchayaths, Urban Local Bodies in which the programme is to be implemented. The number of houses to be sanctioned shall not exceed the houses allocated to each Constituency.
- The eligibility of beneficiaries in the list shall be verified by the Tahasildar of the Mandal and by the Official designated by Commissioner.
- The proposed list should be placed before Gramasabha/ Wardsabha, and after verification by the gramasabha/ Wardsabha based on the eligibility criteria and Socio-Economic Caste Census (SECC) data, the eligible list should be placed before to the District Collector/Commissioner.
- On receipt of list submitted by the Tahasildar/designated District Collector/Commissioner should get it super checked by senior officials of the District Administration.
III. PATTERN AND DESIGN:
A. Pattern of construction:
- While selecting sites for housing construction, the District Collector have to identify most suitable Government land available if any, adjoining to the village/Municipality to take up housing in layouts.
- In Rural areas, independent houses shall be taken up with an individual plot area of 125 Sq.yds. If land is scarce, the District Collectors may consider for G++ houses in major Gram panchayaths.
- In Urban areas, houses shall be taken up in G+ pattern. District Collectors/ Commissioner, Greater Hyderabad Municipal Corporation shall consider land availability and decide on the number of floors to be taken up. G.O.Ms. 1493 dt1.12.2007, Revenue (Asst.POT) Dept may be followed for house-sites within 2Kms of mandal headquarters.
- In case of G+ houses, allotment of flats shall be done by way of lots. Families with Physically challenged persons (PHCs) shall be allotted in the Ground floor.
B. Design:
- Each house will have 2 Bed Rooms, Hall, kitchen and two toilets (bath-cum- WC) with a plinth area of 560 sq.ft. (in Rural it includes area of staircase and in Urban it includes stair case & common area).
- Two lofts for storage of house-hold goods shall be provided in each house.
- Kitchen shall have kitchen platform.
- The type design of 2 BHK for 560 Sft. is indicated in annexure enclosed. In rural areas toilets can be within the house or outside the house.
- District Collectors can access funds from NREGS or Swatch Bharat for construction of toilets.
IV. INFRASTRUCTURE:
- Required Civic- infrastructure for each colony i.e., Water supply, Electricity, Approach and internal Roads& Drains, Sewerage shall be provided through the different line departments.
- In Wanaparthy District, the Govt. of Telangana have allocated 3648 houses for construction of 2BHK in 2years programme i.e., 2015-16 & 2016-17 in Four constituencies out of which 3648 houses have accorded admin sanction and entrusted 4 constituencies to PR departments for execution.
