Mission Bhagiratha
Overview
Mission Bhagiratha is a flagship program of the Government of Telangana aimed at providing safe and sustainable drinking water to every household. The program focuses on reducing the burden of water scarcity, improving access to treated drinking water, and enhancing living standards across rural and urban areas.
In the district, Mission Bhagiratha provides piped drinking water through a comprehensive water-supply network designed to serve households, institutions and industries. The program is also intended to reduce dependence on groundwater and address water-quality concerns arising from excessive groundwater extraction and naturally occurring minerals such as fluoride and iron.
Project Requirement
The district depends substantially on the Krishna and Godavari river systems for its water resources. With groundwater levels declining in several areas and increasing dependence on groundwater, Mission Bhagiratha provides a sustainable surface-water-based solution.
The program supplies treated drinking water to rural and urban households through a network of bulk-water pipelines, intra-village pipelines and Water Treatment Plants (WTPs).

Operation and Maintenance of Intra-Village Water Supply System
The Government has directed that Gram Panchayats shall maintain the intra-village water-supply system from OHSR to household connections, including chlorination, cleaning of OHSRs, providing new tap connections and attending to pipeline repairs. Estimates for maintenance works shall be prepared by the Mandal Intra Village AEE/AE, Mission Bhagiratha, and the Gram Panchayat shall execute the works under their supervision, duly meeting the expenditure from Central Finance Commission/State Finance Commission or own funds.
Responsibilities of Gram Panchayats
- Gram Panchayats shall be the custodians of all water-supply assets within the Gram Panchayat, from OHSR to household connections.
- Gram Panchayats shall maintain asset registers and network maps.
- Any damage caused to infrastructure due to improper action shall be dealt with by the Gram Panchayat as per applicable policy.
- Gram Panchayats shall coordinate with the Mission Bhagiratha Department to ensure regular supply of water.
- Necessary steps shall be taken to ensure water supply to every household.
- OHSRs and service reservoirs shall be cleaned every 10 days, i.e., on the 1st, 11th and 21st day of every month.
- All repairs, including rectification of damages, shall be attended to with the approval of the Mandal Intra Village AEE/AE, Mission Bhagiratha.
- Residual chlorine testing shall be ensured using a Chloroscope, as supplied by the Mission Bhagiratha Department.
- The required quantity of bleaching powder shall be added for chlorination in OHSRs as per guidelines.
- Household connections to new houses shall be provided by the Gram Panchayat after obtaining approval from the Mandal Intra Village AEE/AE, Mission Bhagiratha.
- Awareness campaigns shall be conducted to promote the optimal use of water.
- Daily bulk-supply log sheets shall be signed by the Sarpanch and Panchayat Secretary, duly accepting the receipt of water as per norms of demand.
- Adequate quantities of bleaching powder shall be procured and stocked to meet the requirement for three months.
- Log registers shall be maintained for bleaching powder, residual chlorine and household supply.
- All households shall receive quality water uniformly as per norms. Pumps/pit taps in households for drawing water from the pipeline shall be prevented.
- It shall be ensured that there is no stagnant water around the OHSR/GLSR and valve chambers, so that the surroundings of OHSRs/GLSRs remain clean and hygienic.
Operation and Maintenance in Municipalities
Operation and Maintenance (O&M) of the water-supply systems in Municipalities is looked after by the Public Health Department.
The Public Health Department is responsible for the operation and maintenance of the municipal water-supply infrastructure and ensuring the continued supply of drinking water to urban households, as per the applicable departmental procedures and norms.
